In the Shinachiku Kosen timeline, Orochimaru is a wanted criminal who escaped after the Great Shinobi War.
After the war, Orochimaru takes up the role of what is essentially a black market dealer, selling illegal techniques, drugs, and seals under the table. He managed to keep his locations secret by giving his pursuers true and false and tips about other wanted criminals.
Orochimaru and Modoki formed a deal where Orochimaru provides Modoki’s small army weapons and drugs. He also sold Modoki the mask he wears which was stolen from Uzu.
